Welcome to the Osterhout Lake People Association website!  We are excited to launch this new website and increase communication and engagement with members and area residents.

Amended & Restated ByLaws

One of the Board's initiatives for this term was to review and update the Association's By-Laws. Thanks to Michael Daigle, Bradley Borowiec, Susan McCann, and the entire OLPI Board for their work. We finalized the proposed Amended & Restated ByLaws and will be presenting them for review and vote this coming Saturday. The current and  proposed ByLaws are available for download at the bottom of this page under DOCUMENTS FOR DOWNLOAD.


The changes are summarized as follows:

  • The Association has no authority to pass, police or enforce, and shall not pass, police or enforce, any restrictions or rules regarding the use of or activities on the Lake.
  • Membership is available to all persons (and their immediate family members), over the age of 18, who own a direct or indirect ownership interest in a Lakefront Property or a qualifying Non-Lakefront Property in Good Standing (defined below) (each a “Representative”) shall be considered members of OLPI and shall be entitled to participate in OLPI activities.
  • Properties include those that are situated on and physically touch the Lake (“Lakefront Properties”) and properties that are not Lakefront Properties but are situated near or adjacent to the Lake (“Non-Lakefront Properties”).
  • Members’ “Representatives” can participate in OLPI activities and one Representative per Property can vote on matters requiring vote of Members.
  • While each Property may have multiple Representatives who are Members in OLPI, the Representatives of the Property, as a group, must agree on the vote they wish to cast.  If the Representatives of a Property are unable to agree on how to cast their vote at the time the vote is taken, the Property will be listed as “abstaining” on the particular matter at issue.
  • Fixed amount of Membership Dues and Weed Maintenance Assessments and due dates (because amounts and due dates are fixed, amounts are due on the due date regardless of whether invoices have been sent).
  • Membership Dues and Weed Maintenance Assessments may not be increased except with the approval of Representatives of at least 50% of the Properties in Good Standing at a duly called membership meeting.
  • “Good Standing” means that all Membership Dues and Weed Maintenance Assessment payments, together with any applicable late fees, that are assessed against the Property and are then due have been fully paid.
  • At least two (2) regular meetings of Representatives (each a “Regular Meeting”) held each year, one to be held in the spring, and the other to be held in the fall, in each case, on dates and at times to be determined by OLPI’s Executive Board.  The primary purpose of the spring Regular Meeting is for the Board to present and call for approval of its proposed annual budget and proposed weed treatment plan; the primary purpose of the fall Regular Meeting is to discuss the Board’s proposed plan for weed treatments and election of officers and directors for expiring terms.
  • By majority vote of the Board, it can call Special Meetings, the primary purpose of which is to address special or emergency issues that arise between the Regular Meetings and for which the Board determines that it is in the best interests of the Properties and their Representatives to resolve or take action before the next Regular Meeting.

Who We Are

The goal of the Osterhout People Lake Association is to maintain and preserve the quality of Osterhout Lake. For the last twenty-five years, the Osterhout Lake Association has devoted significant time and energy to help maintain and preserve our lake. This website serves as a communication tool for the Association.

Recent Association News

Reminder on Weed Assessment and Dues: 

Weed assessment and membership dues were mailed out in February and they must be paid to be a member in Good Standing. If you did not receive your notice, please reach out to us.


Weed treatment update: 

2023: On June 7 55 acres of Milfoil was treated by PLM with a contact herbicide. A survey of the lake took place on 8/4 and the results were good, not warranting a fall treatment at that time. Another evaluation will take place in early September to determine a final recommendation. The results of this year's treatment are comparable and somewhat improved over last year, when a systemic herbicide was used.  It appears that the milfoil may have become resistant to this herbicide as it did not kill the roots.
